Maryland has a TEL as listed in MD Code State Government Title 2 Section 1001-1010. This TEL has no enforcement mechanism. The TEL is a suggestion the legislature can make to the governor, but the governor does not have to follow the suggestion.

 
The base year represents the year the hypothetical Taxpayer's Bill of Rights (TABOR) would have been enacted. Selecting a base year changes how the state’s TABOR is calculated because the annual growth rates of inflation and population change depending on when TABOR is enacted.
